The E-Learning Competence Center (ELCC) was established in 2004 by the
Ministry of Communications and Information Technology (MCIT) in cooperation with
Cisco Systems with the mandate of diffusing innovation and developing and
delivering state-of-the art e-learning programs. It is Egypt’s leading
organization in e-Learning with a track record of developing and delivering a
wide array of e-Learning courses/programs in areas related to Information
Technology and entrepreneurship education. ELCC also sets and disseminates
quality standards of e-Learning, web communications and web development;

The Technology Innovation and Entrepreneurship Center (TIEC) was formed
in association with academia, the government, and the private sector to develop
and support Egypt's workforce through educational, technological and financial
resources. As part of the IEC, viable ICT start-ups can receive support such as
funding space in the Smart Village incubator buildings, expertise in taking a
product or service to market, and help with intellectual property protection.

The Global Entrepreneurship Program (GEP) is launched by the U.S State
Department to support and empower entrepreneurs in Muslim communities around the
world. It will do this by marshalling partners, both U.S. and in-country, as
well as multiple U.S. government programs. The program revolves around six areas
considered to be essential to creating a successful ecosystem for entrepreneurs.
These six areas are: 'Identify,' 'Train,' 'Connect,' 'Guide to funding,'
'Sustain,' and 'Celebrate' entrepreneurs. The proposed program has twelve focus
countries throughout the world, including seven Muslim majority countries.
