About Us
The E-Learning Competence Center (ELCC) is Egypt’s Lifelong Learning excellence center dedicated to developing the country’s e-learning industry and spreading workplace learning and employability skills to the widest spectrum of learners through the utilization of latest e-learning techniques. ELCC was established by the Ministry of Communications and Information Technology (MCIT) in September 2004 as an alliance with Cisco Systems.
The E-Learning Competence Center (ELCC)…
  • Develops and delivers state-of-the art Lifelong programs and projects and assists other ministries and organizations in establishing similar competence centers.

  • a wide array of e-learning courses and content that provide organizations and individual learners with the knowledge and skills they need to stay on the cutting edge of technology and leadership.

  • Provides access to world-class learning technology knowledge and empirical research through its active Research and Development (R&D) unit.

  • Draws upon resources and learning content from a network of alliances with world-class, renowned academic institutions and professional organizations in the industry.

ELCC Objectives
ELCC strategically aims to:
  • Boost Egypt’s competitiveness, increase job opportunities by investing in human resources development.
  • Prepare a future generation armed with knowledge and skills in business, management, and Information Communication Technologies (ICT).
  • Empower Egypt’s workforce to use the Internet and advanced technologies and acquire the management skills necessary to compete in the global economy.
  • Develop a new model for learning that inspires continuous improvement through lifelong learning.
  • Advocate and promote the adoption of e-learning nationwide.
Cisco Networking Academy Award 2007

ELCC was accredited in November 2007 by Cisco Networking Academy, as part of its work in the EEI, for delivering e-learning and lifelong learning training programs on a massive scale throughout Egypt. "Project of the Year" prize by Cisco Networking Academy recognizes the stand-out initiatives, individuals and academics for their innovative use of technology.

Technology in Government in Africa (TIGA) Award 2007

ELCC was accredited in May 2007 for its innovation in taking Africa forward in the use of ICT for learning as part of its work in the Egyptian Education Initiative (EEI). EEI was honored the 2007 Technology in Government in Africa (TIGA) award in the “improved educational services through the use of ICT” category.
